In 2001 the CDC drew up the Model Emergency Health Powers Act draft was revised by the Center for Law and the Public's Health, a collaboration between Georgetown University and Johns Hopkins University. By December 21, 2001. It was then sent to the state legislatures as an end run around the Constitution. Many states adopted it. Now the CDC is not a US Government entity. It is a private corporation, but just like ALEC it was assuming the issuance of legislation. Johns Hopkins was heavily involved in this effort. They were also the moderator of "Event 201" that was the dress rehearsal for the Pandemic, which was carefully planned. So the number that Johns Hopkins puts out are simply a furtherance of the fictional narrative.
