The WHO’s Proposed Amendments Will Increase Man-Made Pandemics

By

This report is designed to help readers think about some big topics: how to really prevent pandemics and biological warfare, how to assess proposals by the WHO and its members for preventing and responding to pandemics, and whether we can rely on our health officials to navigate these areas in ways that make sense and will help their populations. We start with a history of biological arms control and rapidly move to the COVID pandemic, eventually arriving at plans to protect the future.

Weapons of Mass Destruction: Chem/Bio

Traditionally, the Weapons of Mass Destruction (WMD) have been labelled Chemical, Biological, Radiologic, and Nuclear (CBRN).

The people of the world don’t want them used on us—for they are cheap ways to kill and maim large numbers of people quickly. And so international treaties were created to try to prevent their development (only in the later treaties) and use (in all the biological arms control treaties). First was the Geneva Protocol of 1925, following the use of poison gases and limited biological weapons in World War I, banning the use of biological and chemical weapons in war. The US and many nations signed it, but it took 50 years for the US to ratify it, and during those 50 years the US asserted it was not bound by the treaty.

The US used both biological and chemical weapons during those 50 years. The US almost certainly used biological weapons in the Korean War (see this, this, this and this) and perhaps used both in Vietnam, which experienced an odd outbreak of plague during the war. The use of napalm, white phosphorus, agent orange (with its dioxin excipient causing massive numbers of birth defects and other tragedies) and probably other chemical weapons like BZ (a hallucinogen/incapacitant) led to much pushback, especially since we had signed the Geneva Protocol and we were supposed to be a civilized nation.

In 1968 and 1969, two important books were published that had a great influence on the American psyche regarding our massive stockpiling and use of these agents. The first book, written by a young Seymour Hersh about the US chemical and biological warfare program, was titled Chemical and Biological Warfare; America’s Hidden Arsenal. In 1969 Congressman Richard D. McCarthy, a former newspaperman from Buffalo, NY wrote the book The Ultimate Folly: War by Pestilence, Asphyxiation and Defoliation about the US production and use of chemical and biological weapons. Prof. Matthew Meselson’s review of the book noted,

Our operation, “Flying Ranch Hand,” has sprayed anti-plant chemicals over an area almost the size of the state of Massachusetts, over 10 per cent of its cropland. “Ranch Hand” no longer has much to do with the official justification of preventing ambush. Rather, it has become a kind of environmental warfare, devastating vast tracts of forest in order to facilitate our aerial reconnaissance. Our use of “super tear gas” (it is also a powerful lung irritant) has escalated from the originally announced purpose of saving lives in “riot control-like situations” to the full-scale combat use of gas artillery shells, gas rockets and gas bombs to enhance the killing power of conventional high explosive and flame weapons. Fourteen million pounds have been used thus far, enough to cover all of Vietnam with a field effective concentration. Many nations, including some of our own allies have expressed the opinion that this kind of gas warfare violates the Geneva Protocol, a view shared by McCarthy.

Murphy's Orgasim

New Jersey Hikes Gas Tax By 22.5%, Bringing Total Increase Since 2016 To 250%

Not content with driving out its wealthiest with yet another tax hike on millionaires, New Jersey just made life for all of its residents, including lower and middle classes, more expensive when it quietly decided on Friday to hike the state's fuel tax.
Drivers filling up gas in New Jersey will pay 9.3 cents more per gallon, or a 22.5% increase, after the state announced a fuel tax increase that will take effect October 1, the Philly Voice reported. The rate increase will bring the state tax from 41.4 cents per gallon to 50.7 cents per gallon.
The NJ Treasury Department explained Friday that the decision was necessary because tax revenue has fallen with fewer people on the road during the coronavirus pandemic. And so, in all its brilliance, the Garden State plans to make gas even more expensive and guarantee that there will be even fewer people on the road because even before covid, New Jersey was the state with the most foreclosures not because its residents are swimming in money but, well, the opposite. So why not make everyone even poorer?

Japan’s Record-High Military Budget

The Japanese Defense Ministry’s record-high military budget proposal, which is set to be formally unveiled later this month, is aimed not only to ensure better protection from perceived threats coming from China, but also to demonstrate that Japan is becoming a full-fledged military power who won’t hesitate to apply its military force, experts say.

Japan’s Defense Ministry is seeking a record-high budget proposal of 5.17 trillion yen ($51.7 billion) for the 2017 fiscal year.
The hike of 2.3 percent over this year’s budget of 5.05 trillion yen (just over $50 billion) marks the fifth successive annual increase sought by the ministry, as the country's military seeks to boost its fighting capabilities amid an increased Chinese presence in the South China Sea and perceived aggressive North Korean ballistic missile development program.
Japan is set to formally unveil budget requests for its defense and other ministries later this month.

The above proposal will include the cost of upgrading the PAC-3 missile defense system, which would roughly double the missile system’s range to more than 30 km (19 miles), according to Reuters.
And also includes the cost of production for the Block IIA version of the Standard Missile-3 system being jointly developed with the US to shoot down missiles at higher altitudes.
The defense ministry will also allocate funds to acquire an upgraded version of the F-35 stealth fighter, made by Lockheed Martin Corp.
Its massive army upgrade will also see a development of a new submarine model with advanced detection capabilities.
The budget proposal is aimed at strengthening Japan’s positions in its territorial dispute with China over the island chain, known as the Senkaku islands in Japan and the Diaoyu Islands in China.

However, according to Russian military experts, the foreign policy course of Prime Minister Shinzo Abe is defined not only by the “Chinese factor.”
The increase of the country’s military budget was quite foreseeable.
First of all, it is reflected in the reinforcement of the right-wing forces in the country and growing authoritarianism of the prime minister and his personality as a politician.
It is seen through his practically unilaterally made vital decisions without any public discussions or other coordination while ignoring of his opponents’ views, Dmitry Streltsov, an expert in Japanese politics and foreign policy told Sputnik.

“It is a longtime and conscious policy of Abe aimed at lifting the burden of the postwar restrictions for Japan,” he said.
These restrictions include the moral constraints which stem from memories of the Second World War, and the guilt complex of the country which was an aggressor in that military conflict.
Hence, the expert suggested, the leadership of the country has undertaken a firm course to lift such moral constraints from the current generation who have nothing to apologize for.
Japan is now showing that it is a state, which like any other, can pursue its foreign policy interests backed up by its military might.

It is only too clear that the massive military upgrade is part of the country’s state strategy and its foreign policy defined by Abe’s vision of Japan’s role in the world as a full-fledged military power – one that will not hesitate to apply military force in case of emergency.
However, he notes, that the policy has met with a mixed reception in Japanese society, which is equally split in its attitude to the issue.
Nevertheless, the expert is convinced that this foreign policy course will continue.
“We could expect that the prime minister will offer the issue for nationwide public discussion, in other words, will hold a referendum,” he told Sputnik.
Streltsov forecasts that Japan’s military alliance with the US will further strengthen until Tokyo becomes a full-fledged and equal partner of the US.

However at the same time Japan will be growing more independent from the US by pursuing its more independent policy based on its strengthening military might in the Asia-Pacific Region.
It will be also seen in its cooperation with the regional power which Japan regards as its allies. However this cooperation will be based on the anti-Chinese bid.
Meanwhile Valery Kistanov, Head of the Center for Japanese Studies at the Institute of Far Eastern Studies of the Russian Academy of Sciences noted that the authorities explain the sharp growth of the country’s military spending to public at large by the threat of the North Korean ballistic missiles, which is an evident exaggeration.

“The North Korean threat is being artificially pedaling by the US and Japan,” he told Sputnik.
“It is ridiculous to claim that North Korean nuclear missile potential might threaten the interests and the national security of these countries, especially the US,” he said.
The expert explained that Pyongyang has a very low nuclear missile potential and it is only too clear that there is no sense for North Korea to be the first to launch a nuclear attack on Tokyo.

The people in Pyongyang are not that stupid and understand only too well that under such a scenario it will mean the full end to their regime, leadership and, very likely, to their physical existence.
The majority of experts agree that such an artificial pedaling of the North Korean threat is first of all to the advantage of the US which is using it as a pretext to preserve its nuclear forces in the region and pursue its military and political strategy in the Asia-Pacific Region.
And Tokyo, as usual, it taking its lead from its strategic ally the US however the recent sharp increase of its military budget suggests that it is done in its own interests as well.
