Beijing says US seeks to ‘disrupt peace’ in South China Sea after Washington formally rejects China’s territorial claims

China has accused the US of trying to inflame tensions among powers that have stakes in the South China Sea. The rebuke comes after Washington formally rejected China’s territorial claims in the region on behalf of US allies.

In a strongly-worded statement on Tuesday, the Chinese Embassy in the US demanded that Washington keep its distance from the disputes between Beijing and other nations claiming sovereignty over contested territorial waters and islets in the South China Sea.
“We advise the US side to earnestly honor its commitment of not taking sides on the issue of territorial sovereignty, respect regional countries’ efforts for a peaceful and stable South China Sea and stop its attempts to disrupt and sabotage regional peace and stability,” the embassy said.

In its second such deployment in nearly a week, the US Air Force sent two B-1B Lancer supersonic bombers halfway around the globe to the South China Sea, where US and Chinese forces have increasingly rubbed shoulders in recent days, including the ejection of a US warship from contested waters.

A Second Trans-Pacific Trip

Earlier this week, two US Air Force B-1B Lancer bombers made a 32-hour round-trip flight from South Dakota “to conduct operations over the South China Sea” as part of a bomber task force mission, the Air Force announced on Thursday.

“This operation demonstrates the US Air Force’s dynamic force employment model in line with the National Defense Strategy’s objectives of strategic predictability with persistent bomber presence, assuring allies and partners,” the release stated. The Pentagon has moved to adopt the “dynamic force employment” system as a way of keeping its adversaries off guard by breaking up routine deployments and force movements.

On the surface, things seem pretty quiet in mid-July 2016. The biggest news stories are about the speculation surrounding Donald Trump’s choice of running mate, the stock market in the U.S. keeps setting new all-time record highs, and the media seems completely obsessed with Taylor Swift’s love life. But underneath the surface, it is a very different story. As you will see below, the conditions for a “perfect storm” are coming together very rapidly, and the rest of 2016 promises to be much more chaotic than what we have seen so far.

Let’s start with China. On Tuesday, an international tribunal in the Hague ruled against China’s territorial claims in the South China Sea. The Chinese government announced ahead of time that they do not recognize the jurisdiction of the tribunal, and they have absolutely no intention of abiding by the ruling. In fact, China is becoming even more defiant in the aftermath of this ruling. We aren’t hearing much about it in the U.S. media, but according to international news reports Chinese president Xi Jinping has ordered the People’s Liberation Army “to prepare for combat” with the United States if the Obama administration presses China to abandon the islands that they are currently occupying in the South China Sea…

“Chinese president Xi Jinping has reportedly ordered the People’s Liberation Army to prepare for combat,” reports Arirang.com. “U.S.-based Boxun News said Tuesday that the instruction was given in case the United States takes provocative action in the waters once the ruling is made.”

A U.S. aircraft carrier and fighter jets were already sent to the region in anticipation of the ruling, with the Chinese Navy also carrying out exercises near the disputed Paracel islands.

Last October, China said it was “not frightened” to fight a war with the U.S. following an incident where the guided-missile destroyer USS Lassen violated the 12-nautical mile zone China claims around Subi and Mischief reefs in the Spratly archipelago.

Meanwhile, the relationship between the United States and Russia continues to go from bad to worse. The installation of a missile defense system in Romania is just the latest incident that has the Russians absolutely steaming, and during a public appearance on June 17th Russian President Vladimir Putin tried to get western reporters to understand that the world is being pulled toward war…

“We know year by year what’s going to happen, and they know that we know. It’s only you that they tell tall tales to, and you buy it, and spread it to the citizens of your countries. You people in turn do not feel a sense of the impending danger – this is what worries me. How do you not understand that the world is being pulled in an irreversible direction? While they pretend that nothing is going on. I don’t know how to get through to you anymore.”

And of course the Russians have been feverishly updating and modernizing their military in preparation for a potential future conflict with the United States. Just today we learned that the Russians are working to develop a hypersonic strategic bomber that is going to have the capability of striking targets with nuclear warheads from outer space.

Unfortunately, the Obama administration does not feel a similar sense of urgency. The size of our strategic nuclear arsenal has declined by about 95 percent since the peak of the Cold War, and many of our installations are still actually using rotary phones and the kind of 8 inch floppy disks for computers that were widely used back in the 1970s.

I don’t expect war with China or Russia to erupt by the end of 2016. Of much more immediate concern is what is going on in the Middle East. The situation in Syria continues to deteriorate, but it is Israel that could soon be the center of attention.

Back in March, the Wall Street Journal reported that the Obama administration wanted to revive the peace process in the Middle East before Obama left office, and that a UN Security Council resolution that would divide the land of Israel and set the parameters for a Palestinian state was still definitely on the table…

With tensions mounting throughout the Pacific with issues including the South China Sea, the THAAD missile defense system, and US meddling in general, leaders from Asia’s top powers sat down without the Americans in the room to look for paths of peaceful cooperation.

On Monday, the United States and South Korea began a massive round of war games simulating defense and invasion scenarios vis-à-vis North Korea, called the Ulchi Freedom Guardian Games. The 12-day military exercise comes amid bellicose rhetoric from an increasingly isolated Kim Jong-un regime in Pyongyang, and at a time when China increasingly believes that the United States is meddling in regional affairs, disturbing the delicate balance of power in the eastern Pacific.

South China Sea Time Bomb: Beijing Sets "Red Line" on Japan-US Joint Operations

Over the weekend, it was learned that China had previously threatened war against Japan over a dispute regarding islands in the East China Sea, as well as Beijing’s irritation at the decision by the Permanent Court of Arbitration at the Hague, refuting China’s territorial claims. Beijing also threatened a military response to cooperation between Japanese naval forces and the United States in conducting freedom of movement exercises in the region.

In this context, as tensions over the South China Sea rise in conjunction with parallel regional concerns, including the placement of a THAAD missile defense shield on the Korean peninsula, disputes between China and Japan over the Senkaku islands, and a growing US military presence in the Pacific, the increasingly belligerent rhetoric espoused by all parties in the region threatens to erupt into a full-scale conflict.

On Wednesday, diplomats from Japan, South Korea and China met in Tokyo to try to head off the winds of war and bring a lasting resolution to disputes that face Asia, without Americans in the room.

Loud & Clear’s Brian Becker sat down with author and international affairs expert Patrick Lawrence to discuss the talks and the possible implications for regional and global security.

​"I am not at all surprised by developments this week and you are quite right, that these exercises are having exactly the opposite effect than they should. There are a number of things that I like about this trilateral meeting," said Lawrence. "Asians, and by that I mean the non-West, have a certain sense of identity. They have their many differences of course and countless tensions. But they do, at bottom, have a certain sense of identity, whereby their inclination is to solve their problems themselves, without reference to historically superior powers. I couldn’t approve more."

"You have China, South Korea, and Japan sitting at the same table. All three of those, no matter how you cut it, have differences with the two others. But they are sitting down," said the expert. "North Korea is one issue, the islands are the other big issue, and the Americans are not there. I look forward to seeing what they are able to come up with on their own."

"China is on the record fifty ways from Sunday that they want to resolve outstanding bilateral issues cooperatively. The only people who don’t understand that are people whose reading is confined to the American press," said Lawrence. "The American position in Asia is very vulnerable now, appearances notwithstanding. Post-1945 we were the cop, everyone knows that, and the imperial powers went into decline. The British went broke, the French were done in Dien Bien Phu in 1954, and so [Asia] was ours."

"Now we are at a point where we might not be so needed. The published position is that we must be there, we are the only ones who can solve the islands question, and the rest of Asia wants our protection against the aggressive Chinese. It is simply not so," said Lawrence. "I don’t think they want us to leave. As I’ve said in columns previously, America has a lot of frontage on the ‘Pacific Lake’ and everyone is fine with that, but a lot of other countries do as well, and America is only one among them."

"America is a Pacific power, it is not an Asian power. There is a big difference."

The state-run Global Times issued a scathing editorial calling for war between Beijing and Canberra if Australia continues to meddle in the South China Sea dispute.

Chinese state-run media declared Australia "an ideal target for China to warn and strike" if it ventured into the contested South China Sea in a scathing call for war laced with insults against the country.

The Global Times, known for a hardline nationalist editorial line, blasted Canberra on Saturday, in an opinion piece titled "'Paper Cat' Australia Will Learn its Lesson," for supporting the July 12 ruling by the international arbitration tribunal at The Hague countering Beijing’s historical claims to the South China Sea.

Beijing denounced the decision and has refused to abide by the tribunal’s findings arguing that the court lacked requisite jurisdiction because China never submitted to bilateral arbitration – a position supported by legal scholars who argue that the Philippines unilateral call for judgment was not binding.

Australia, joined by the United States and Japan, immediately called on Beijing to act in accordance with the ruling claiming it was China’s responsibility under international law despite the fact that Canberra, Washington, and Tokyo are not parties to the territorial dispute.

Chinese nationalists have not taken to this outward exertion of pressure for the country to relinquish control over the valuable South China Sea waters and islands, through which some $5.3 trillion or 30% of the world’s maritime trade passes through and under which lies some of the world’s largest underwater oil deposits – the loss of which would represent a major setback for Beijing’s ambitions.

The Global Times struck back calling Australia a "country with an inglorious history" that was "first an offshore prison of the UK" and was "established through uncivilized means, in a process filled with the tears of the aboriginals."

The paper also blasted Australia’s vocal position in opposition to Beijing on the South China Sea dispute as a blatant attempt to curry favor with the United States saying that Canberra "intends to suppress China so as to gain a bargaining chip for economic interests."

"China must take revenge and let [Australia] know it’s wrong," the editorial said. "Australia’s power means nothing compared to the security of China. If Australia steps into the South China Sea waters, it will be an ideal target for China to warn and strike."

The editorial closed with one final insult saying that "Australia is not even a 'paper tiger,' it is only a 'paper cat' at best."

Euan Graham, director of the International Security Program at Lowy Institute in Sydney said the editorial "ratchets up the insulting, menacing rhetoric by several notches" and that he hopes "it will wake up some people in Australia to the dark side of China’s chauvinism."
